The Utah Off-Highway Vehicle Education Course is required for all OHV operators on Utah public land — regardless of where your rental originates. If you pick up in Mesquite and ride into Utah, you need the certificate. It's free, online, takes about an hour, and it's a one-time lifetime requirement. Do it before your trip. Bring your certificate (digital is fine). Don't find this out at the state line.
